Travel time counts as working time
Under the CJEU Tyco ruling (C-266/14), applied via the OWTA by the WRC and the Labour Court, it isn't only travel between clients that counts as working time — for staff with no fixed place of work, the first journey from home to the first client and the last journey back count too.
HSE Home Support Authorisation Scheme
The 2023 HSE scheme pays provider organisations a fixed rate of €31 per hour, while also requiring them to pay carers at least the Living Wage and to remunerate travel time between clients.
Changing routes, many clients
Home Support teams look after several clients a day at changing locations — by hand, it's almost impossible to track which travel time counts as working time where, and where the Living Wage obligation applies.

Travel time stored as working time
In line with the Tyco ruling, journeys between clients and, for staff with no fixed place of work, also the first and last journey count as working time — in Klacks, you set up a fixed travel-time value per visit for this, which counts as working time; Klacks does not calculate individual travel times. Klacks does not automatically distinguish between staff with and without a fixed place of work.
HSE remuneration: hours basis
Klacks does not calculate the Living Wage rate or the travel-time remuneration under the 2023 HSE Home Support Authorisation Scheme — Klacks provides the planned hours as a basis for your payroll records.
Qualifications taken into account automatically
Every visit is only assigned to staff with the matching qualification — with no manual checking at all. If a required qualification is missing or has expired, Klacks refuses the assignment, in manual planning too — only staff with a valid qualification are scheduled.

Klacks runs on your own infrastructure. Patient data is stored on your servers — with a locally hosted AI model, no AI request goes to an external AI provider.

Uniform nationwide, split at the border
The Republic of Ireland has no public holidays at county or municipal level: all statutory holidays apply uniformly nationwide under the Organisation of Working Time Act 1997. For businesses with ties to Northern Ireland, though, what applies across the border still matters — a completely separate holiday regime is in force there.

Northern Ireland, as part of the United Kingdom, has an entirely separate regime.

It all comes down to the settings
Klacks offers countless ways to calculate rules and hour credits for nights, weekends, public holidays and overtime — exactly the way your contracts and company agreements require.
- Nights and weekends You set the night window and the surcharge rates yourself, and choose up to three weekend days — as a multiplier that is added to the hours worked as a time credit in hours.
- Public holidays and overtime A separate public-holiday rate, and overtime per day or per week in up to three tiers. When several surcharges fall on the same hour, the highest one applies — or all of them add up.
- Your own calculation with a macro If that is not enough, a macro does the maths: a short script using weekday, time of day, public holidays and contract values — with conditions, loops and functions of your own.
- Scheduling rules Rest periods, maximum daily and weekly hours, consecutive working days, free Sundays or hour caps per period — each one as a warning or, in automatic planning, as a block.

Klacks flags time collisions, rest periods that are too short, too many consecutive working days and work on holidays right as you plan — as an error or warning in the error list.
